An inspiring conference!
Practical examples and tools for civic integration.
On Monday, November 18, Binnenlands Bestuur, TopTaal, and Nieuwkomers aan de Slag organized a conference regarding the introduction of the new Civic Integration Act.
The central theme was cooperation in civic integration to more effectively support status holders in their job search. This requires an integrated approach and more customization. Various inspiration sessions explored this further, with experts, municipalities, and companies sharing their experiences.

Municipalities under the microscope
During the 'Municipalities under the microscope' session, participants were guided through the customer journey that status holders undergo to reach the drafting and implementation of a Personal Integration and Participation plan (PIP). Meerinzicht, the implementation organization for the municipalities of Ermelo, Harderwijk, and Zeewolde, works according to this methodology and shared experiences regarding the development and deployment of various dual full-time programs in the field of civic integration and labor.
A unique approach has been developed in the Utrecht region where status holders start their integration from day 1 after arrival. The municipality of Utrecht shared the development of the process and which tools are important for it. This integrated approach from the Utrecht region is part of the new Civic Integration Act.
Civic integration works!
Meerinzicht also explained the customized 'civic integration works' program. A digital platform where status holders acquire competencies. These competencies are gained through practical assignments focused on employee skills, professional terminology, and language reinforcement. This platform was created together with partners, including TopTaal. Read more.
Sustainable participation
During the 'shortest route to sustainable participation' session, the benefits of an extended intake were demonstrated, and tools were provided for potential first steps a municipality can take.
During the workshop 'female status holders at work', the focus was on what works and what doesn't for this target group. And especially what is needed and how to achieve it. An interesting session that specifically addressed improving the civic integration and participation of women.
The labor market
The Swinhove group shared good examples of employing status holders in healthcare. Conclusion: it is not only a fun and educational work-study placement for the status holder, but also an enrichment for the employees.
With the introduction of the new Civic Integration Act, municipalities must offer the Labor Market and Participation Module (MAP), the successor to ONA (Orientation on the Dutch Labor Market), to those integrating. In the session by Elwine Halewijn from ITTA, tools were provided for implementing the MAP.
Monitoring students
TopTaal demonstrated through ongoing projects that a student tracking system saves a lot of work. TaalR was invited to give a presentation. TaalR is an application that helps municipalities monitor the results of language courses. This way, you have all the information in one place, less workload, and it is 100% GDPR-proof. Read more.
